Meet the Team

  • Juan Diaz I Vice President

I serve as Vice President of Wilson County Adoption and Rescue Services, bringing a strong commitment to animal welfare, responsible leadership, and community service. I am dedicated to helping build a rescue organization that operates with transparency, accountability, and compassion while providing safe, humane care for every animal we serve.

With a professional background in operations, construction, and organizational management, I actively support Wilson County Adoption and Rescue Services through facility planning, budgeting, compliance, and hands-on problem solving. My experience allows me to help strengthen the organization’s infrastructure and support sustainable, long-term growth while maintaining high standards of care.

Family and community involvement are central to my passion for rescue work. My family and I are actively involved in supporting the mission through volunteer efforts, community outreach, and education on responsible pet ownership. I believe engaging families and local partners is essential to building compassion, accountability, and lasting support for animal welfare.

As Vice President, I am committed to working collaboratively with staff, volunteers, board members, and community stakeholders to ensure Wilson County Adoption and Rescue Services remains a trusted community resource—one that brings people together to save lives, support families, and create brighter futures for animals.

  • Nancy Steinback I Treasurer

I have been happily married for 53 years and am the proud parent of three children and six wonderful grandchildren. Family has always been at the center of my life, along with a lifelong love for animals.

I spent 30 years with IBM, where I served as a Solution Process Architect before retiring ten years ago. My professional background includes reading and interpreting contracts, developing and documenting processes and procedures, and working closely with customers to understand their business models and operational needs. This experience strengthened my attention to detail, financial responsibility, and commitment to accountability—skills I am proud to bring to the role of Treasurer.

Animals have always been an important part of our family’s life. We have consistently adopted both dogs and cats from shelters, instilling those values in our children as well. After my four-legged best friend crossed the rainbow bridge in December 2024, I visited Wilson County Adoption & Rescue in search of another dog to love. That visit led us to adopt two wonderful dogs and marked the beginning of a new chapter for me.

While at the shelter, I felt a strong calling to become involved and began volunteering. What started as walking dogs two days a week quickly grew into a daily vocation. Over time, this commitment developed into a passion for supporting the shelter’s mission, its staff, fellow volunteers, and—most importantly—the animals in our care.

As Treasurer, I am dedicated to contributing my professional experience, integrity, and compassion to help ensure the shelter’s continued growth, stability, and success, and to help make it the very best it can be.

  • Deana Phillips I Secretary

I serve as Secretary of Wilson County Adoption & Rescue Services, bringing decades of nonprofit leadership and animal-welfare advocacy to our organization. I have been a spay and neuter advocate and rescuer since the 1980s and have spent more than 20 years attending animal-welfare conferences to stay current on best practices for supporting local rescues and nonprofits.

I hold a B.S. in Food Science & Nutrition from the University of Missouri–Columbia and an MBA in Entrepreneurship from St. Louis University and DePaul University, along with nonprofit governance and management training through the San Antonio Area Foundation and Our Lady of the Lake University.

My nonprofit service includes roles as Secretary for the Southern Wisconsin Appaloosa Horse Association, Treasurer and Fundraiser for the Wilson County Spay/Neuter Group, and Secretary and Scholarship Committee member for the Alamo Institute of Food Technologists. I currently serve as a Scholarship Reviewer for the San Antonio Area Foundation.

After a 38-year career with companies such as Banquet Foods, Nestlé, and Kerry, I retired to focus on community service. I have lived in Wilson County for 24 years and share my life with three dogs, three horses, and two barn cats. I’m proud to help strengthen humane education and animal care in our community.

  • Denise Diaz I Director of Operations

I serve as Director of Operations for Wilson County Adoption and Rescue Services, but at my core, I am someone who deeply believes in doing right by animals and the people who care for them. Rescue work is not just something I do—it is something I am personally invested in every day.

I oversee the daily operations of the rescue, working behind the scenes to make sure our animals receive consistent, compassionate care and that our team has the structure and support needed to do their best work. From intake processes and care coordination to supporting volunteers and maintaining organization across the rescue, my focus is always on creating a calm, responsible, and humane environment.

Family and community are a big part of why rescue matters so much to me. I believe compassion starts at home and grows through community involvement, education, and teamwork. I am passionate about supporting families, empowering volunteers, and building strong relationships that allow our rescue to truly make a difference.

My goal as Director of Operations is to help ensure Wilson County Adoption and Rescue Services is a place where animals are treated with dignity, volunteers feel valued, and the community can trust that every decision is made with care, integrity, and heart.
